The Office of the Deputy Vice Chancellor - Planning, Finance and Administration is led by a Deputy Vice Chancellor and comprises of six (6) Directorates as follows:
Human Resource Management and Administration; Planning, Development and Investment; Estates Services; Finance; Social Services; and Students’ Services.
The Office is mandated to perform the following functions:
- Advising the Vice Chancellor on matters pertaining to planning, finance and administration in the University;
- Overseeing the development, review and implementation of human resource, investment, financial management and control, social services planning and development, and estates services policies and regulations;
- Overseeing the coordination of the implementation of procedures for the range of planning and financing information functions by providing professional guidance to various University of Dar es Salaam units.
- Overseeing the preparation, review and implementation of the University budgets, staffing plans, and estimates;
- Overseeing the planning and implementation of a systematic training Programme for staff in the University;
- Overseeing the development of University land use plan, monitor new estate development, maintenance and rehabilitation the University infrastructure
- Monitoring all students’ welfare matters at the University.
- Supervising companies wholly (or in majority) owned by UDSM;
- Overseeing staff recruitment and management in accordance with University policies and procedures;
- Overseeing the development, review and implementation of university strategic plan;
- Overseeing the payment of salaries, other emoluments, taxes and all other disbursements to staff;
- Overseeing the services provided by investors, coordinate the University earnings and cost cutting strategies;
- Monitoring the allocation and use of University resources to ensure compliance with policies, plans, and procedures;
- Monitoring adherence, by the departments and other warrant holders at UDSM level to acceptable and agreed policy and practice in financial and other resources management and fiscal control and correct any deviations arising; and
- monitoring the effective provision of preventive, curative and restorative health, sports and counselling, security and related social services to staff and University Community;
